Very good question. Hard to say exactly what to look for. Any program offered by a community housing department is likely legit.

There are plenty of "legitimate" programs that don't really offer you anything for free, they are just a way to finance down payment or closing costs through seller contributions and increased sales prices. While these are legitimate, they aren't free. Usually they're referred to as Down Payment Grant programs or Down Payment Assistance programs.
